The pcs full form is Provincial Civil Service. The administrative civil service under Group A state service is the Provincial Civil Service, presently called as Provincial Administrative Service (PAS). In addition, it serves as a feeder service for the state’s Indian Administrative Service.

PAS officers serve in a variety of capacities at the sub-divisional, district, divisional, and state levels, including tax administration and law and order enforcement. The Government’s Department of Appointment and Personnel is the service’s cadre-controlling authority. The PAS is one of three feeder services to their respective All India Services, along with the Provincial Police Service (PPS) and the Provincial Forest Service (PFS).
PCS Officer Responsibilities
- When assigned to field positions such as sub-divisional magistrate, additional city magistrate, city magistrate, additional district magistrate, and additional divisional commissioner, they collect land revenue and act as courts in matters of revenue and crime, maintain law and order, and implement Union and State Government policies at the grass-roots level. Also, to serve as a government agent on the field.
- In consultation with the minister-in-charge, additional chief secretary/principal secretary, and secretary of the concerned department, manage the government’s administration and daily operations, including policy formulation and implementation.
