Assam Public Service Commission is apsc full form. India’s Constitution established the Public Service Commission. In Chapter II of Part XIV of the Constitution, the provisions relating to the Public Service Commission are given down. The Constitution guarantees the Commission’s capacity to deal with matters relating to the State Service and allows them to carry out their responsibilities in a fair and unbiased manner, free of outside interference.

The Governor of the State appoints the Chairman and Members of the Commission. The Chairman or any other Commission member can serve for six years or until they reach the age of 62, whichever comes first.

  • According to the provisions of the Government of India Act, 1935, the Assam Public Service Commission was established on April 1, 1937, with Mr James Hezelett, a retired ICS officer from London, as its first Chairman.
  • After Mr James Hezelett, five other officers, mostly retired ICS officials, held the position of Chairman for varying periods of time until a new regulation was enacted in 1951.
  • The regulations of the Commission were created by the Governor of Assam in exercise of the powers provided by Article 318 of the Indian Constitution upon India’s independence, and they went into effect on September 1, 1951.
  • The Assam Public Service Commission (Limitation of Functions) Regulation was also promulgated in the same year, using the powers provided by Article 320, clause II, clause II of the Constitution.
  • Following the implementation of the APSC Regulations 1951, Shri Kameswar Das, a well-known Assamese educationist, was the first non-official Chairman of the Commission. He remained in office until July 1952.
